A graduate of Harvard Law School and the
University of the Philippines, Mr. El Cid Butuyan has distinguished himself in
the area of anticorruption and international development law early in his career
as an international lawyer. In a time when serving ambition and career was
the defining norm for newly fledged lawyers, Mr. El Cid Butuyan chose to serve
the public instead. Graduating with honors from the University of the
Philippines, Mr. Butuyan went straight into public service, joining the Supreme
Court and subsequently a small team of lawyers in the historic impeachment trial
for plunder and corruption of former Philippine President Joseph Ejercito
Estrada and, later, the U.P. Office of Legal Aid where he volunteered his
services to pro bono cases for indigent clients. In 2003 he won a scholarship to
the prestigious Harvard Law School, where he would distinguish himself as an
Asian Legal Studies Scholar.
On the strength of his academic achievements and outstanding potential, the
World Bank, through its Legal Associates Program, hired the nominee even before
he graduated from Harvard as a member of an elite group of young lawyers chosen
from the leading law schools in the United States. In his new milieu Mr. Butuyan
hewed to form - he opted to do work on policies that impacted the social good
and he won many awards. At the World Bank, the nominee devoted his energies to
strengthening international and institutional anticorruption policies, for which
he was given several awards including a citation and award from World Bank Group
management and from the Senior Vice President and General Counsel and the former
Prime Minister of Peru. Mr. Butuyan has been instrumental in defining the
polices of international organizations on debarring or blacklisting of corrupt
firms, whistleblowing and voluntary disclosure of fraud and corrupt practices in
international development projects.
